What is a Special Council?

A special council is a group of people who are appointed to investigate a specific issue or matter. Special councils are often established in response to a particular event or controversy, and their goal is to conduct an independent and thorough examination of the facts and circumstances surrounding the issue in question. Special councils typically have the authority to subpoena witnesses and gather evidence, and they may be tasked with issuing recommendations or making decisions on behalf of the organization or government entity that established them.
